หลังจากที่ภูเก็ตประกาศปิดเมือง ชาวประมงบ้านราไวย์เลยนำปลาที่ขายไม่ได้ ไปแลกข้าวสารจากชุมชนชาวกะเหรี่ยงในภาคเหนือ โครงการ “ปลาแลกข้าว” เป็นความร่วมมือระหว่างชุมชนรากหญ้าที่อำนวยความสะดวกโดยมูลนิธิชุมชนไทที่ทำงานร่วมกับชุมชนพื้นเมืองจากหลากหลายพื้นที่ในประเทศไทย“พวกเขามีข้าว พวกเรามีปลา ถ้าทั้งสองชุมชนมีทั้งข้าวและปลา ก็รอดแล้ว” นายสุวิชาน พัฒนาไพรวัลย์ ผู้ร่วมก่อตั้งโครงการและเป็นผู้ช่วยผู้ช่วยศาสตราจารย์ที่มหาวิทยาลัยศรีนครินทรวิโรฒกล่าว โดยนายสุวิชานเป็นคนชนเผ่าปกาเกอะญอและเป็นส่วนหนึ่งของมูลนิธิชุมชนไทตั้งแต่ก่อนที่มูลนิธิจะก่อตั้งในปี พ.ศ. 2553“เราไม่ได้มองการแลกเปลี่ยนนี้เป็นธุรกิจหรือการแสวงผลกำไร เรามองว่านี่เป็นการแลกเปลี่ยนวัฒนธรรม พวกเราแลกเปลี่ยนกันโดยไม่มีใครเอาเปรียบใคร เราไม่ลำบาก ครอบครัวของเราไม่ลำบาก ชุมชน แม่น้ำ ผืนป่า ภูเขาก็ไม่ลำบากจากการแลกเปลี่ยนแบบนี้”ปลาแห้ง 2 กิโลฯ จะแลกข้าวได้ 15 กิโลฯ หรือคิดเป็น 1 กระสอบ โดยปกติปลาจะถูกขายสดๆ แต่ตอนนี้ชาวบ้านกำลังเรียนรู้วิธีการทำปลาแห้งโดยใช้วิธีพื้นเมืองสำหรับโครงการ ส่วนฝั่งชุมชนชาวกะเหรี่ยงในจังหวัดจากและเชียงใหม่นั้น ตั้งเป้าว่าจะผลิตข้าวสารให้ได้อย่างต่ำ 3,700 กิโลฯ สำหรับครอบครัวชาวราไวย์...
